My Fellow Citizens: 

Your time is nearly at an end for a very important decision. To those of you who have reached a conclusion: I congratulate you. The finality of this sort of choice is no easy thing to reach, especially when you are forced to make it with so little information. Consider this a test of its own, and we will reward you accordingly. 

It is up to you and you alone to decide the nature of your choice. 

To everyone else who is on the fence: There is little I can say at this point that will convince you. This challenge does not bode well for those who cannot make a choice while under duress. There will be greater pressure in the future, and a simple yes or no will not always be the answer. 

All the same, I return with one final note before the game commences at the end of the month. Tomorrow, a meeting that is a repeat of the first will be where those of you with the label of Participant need attend. Another function will occur that your Informants will receive an invitation to. 

The teams will register with my assistant. If you do not attend this meeting, then we will presume that Meliora is not the option for you. You will resume your lives as normal. 

If you do not wish to participate, I would like to offer my personal guarantee that this will not trouble you for much longer. You should not worry about the how or why, because it will be gone from your mind before long. I do not fancy myself an evil mastermind that must explain my plan. That will take the fun out of having you work for the truth. 

There is one final note I wish to leave you with. You were selected because you have the potential to become great persons. This game offers you that chance, and I hope to see you all take it. Those who rise to the challenge will be rewarded. Those who turn away the chance must, of course, be commended in their own right. 

We do not begrudge you one choice over the other. We wish only the best for all of you.
